PAI’s perspective and experience with the individual and small group insurance markets, including adverse selection, stems from more than twenty years of involvement with the public reinsurance mechanisms in over thirty states, including high risk individual pools and NAIC-modeled small group health reinsurance pools. Through both an administrative and advisory capacity, PAI has been directly involved with spreading the risk associated with a guarantee issue environment, as well as with the issues of health insurance accessibility and affordability.
